Country Engagement Framework

The Country Engagement Framework (CEF) provides a consolidated view of UQ's international performance by country.

The CEF includes 182 countries and measures performance and engagement across 17 learning, discovery and engagement indicators.

The Country Engagement Framework (CEF) provides a consolidated view of UQ’s international performance by Country. The CEF includes 182 countries measuring performance and engagement across 17 learning, discovery and engagement indicators. The CEF has been updated with UQ’s 2015 performance and results presented on a sliding scale to demonstrate low, medium and high engagement.

Indicators include graphs highlighting the five-year trends and detailed reporting is available via the UQ Reportal, allowing users to rank countries and apply filters to analyse performance. The dashboard also now provides the option of selecting the specific comparison year so that staff are able to see changes to specific activities over defined timeframes. The CEF will be updated annually and depending on the availability of data finalised in the first quarter of the year.

The CEF is a valuable resource in the development and implementation of country strategies and benchmarking performance of international engagement initiatives. The framework can also support partnership discussions with government, industry, research and educational institutions.

The CEF is continuing to evolve with the following enhancements made in 2015:

  • The indicators have been expanded to 17 and now include UQ International Development (UQID) student data.
  • The number of countries has been expanded to 182.
  • A comparison year has been included allowing the user to select a comparison year from 2010 to 2014 to benchmark against 2015.
  • Percentage variance column has been added.​

 


The UQ Reports button on the dashboard links to a range of international resources including Country Engagement Briefs, Library Publications Reports, Market Intelligence and Trip Reports

The AEI 2015 button links to Australian Government International Education statistics. The report benchmarks UQ against the Go8 and National results for the period 2011 to 2015.

Country results are converted to a score from 1 to 10, with 10 being the highest. The score is a pro rata of the country result compared to the high engagement cap for each indicator. The score is presented on a sliding scale to demonstrate low, medium and high engagement. More information on indicator composition, high engagement cap and data source is listed below.

Learning Indicators

1 – Institute of Continuing & TESOL Education (ICTE)
Composition  Data available for 2014 and 2015 only, as ICTE moved to a new student management system in 2014 and prior information is not available in a consistent format. The count is a student head count and does not take into account the varying program lengths. Note the count is a distinct count of student ID, a student may enrol in multiple programs but will only be counted once.
Measurement High engagement is capped at 400 students

2 – International Development
Composition  Data available for 2015 only. Number of student enrolments managed by UQ International Development (UQID). Note students enrolled in UQ award programs co-ordinated by UQID will also be included in the Postgraduate Coursework indicator. For example Papua New Guinea students enrolled in the UQID managed Graduate Certificate in Governance and Public Policy. 
Measurement High engagement is capped at 150 students

3 – Student Exchange
Composition Number of inbound and outbound semester exchanges between the selected country and UQ each year.  
Measurement High engagement is capped at 100 semester exchanges (inbound and outbound)
Data source Business Objects - Inbound exchange data sourced from Student current 5 year Trend universe and Outbound exchange sourced from Student applications universe. 
4 - Study Abroad
Composition Number of study abroad students (head count) from the selected country. 
Measurement High engagement is capped at 100 students

5 - Undergraduate
Composition Number of international students (head count) from the selected country enrolled in UQ Undergraduate programs. 
Measurement High engagement is capped at 700 students

6 – Postgraduate Coursework 
Composition Number of international students (head count) from the selected country enrolled in UQ Postgraduate Coursework programs. 
Measurement High engagement is capped at 150 students

7 - Sponsored Coursework 
Composition Number of international third party sponsored students (head count) enrolled in non-award, undergraduate and postgraduate coursework programs from the selected country.
Measurement High engagement is capped at 300 students 
Data source Business Objects - Sponsored Students on a third party contract (TPC) are sourced from the Student Tuition Fees universe. Non TPC sponsored students are sourced from Student Current universe - for example Ecuadorian students sponsored by SENESCYT. 
8 - Tuition Fee Income 
Composition International tuition fee income from the selected country for all program levels (non-award, undergraduate, postgraduate coursework and research higher degrees) including tuition fees paid by third party sponsors. 
Measurement High engagement is capped at $20,000,000

Discovery Indicators

9 - Research Higher Degree
Composition  Total number of students (head count) enrolled in UQ research programs (MPhil or PhD) from the selected country
Measurement High engagement is capped at 120 students

10 - Sponsored Research Higher Degree
Composition  Number of international third party sponsored students (head count) enrolled in UQ research programs (MPhil or PhD) programs from the selected country.
Measurement High engagement is capped at 90 students
Data source Business Objects - Sponsored Students on a third party contract (TPC) are sourced from the Student Tuition Fees universe. Non TPC sponsored students are sourced from Student Current universe - for example China Scholarship Council students.
11 - Joint Publications
Composition Number of joint publications with institutions in the selected country.
Measurement High engagement is capped at 500 publications
Data source Incites – Regions report.
12 - Research Project Funding
Composition Value of international funded projects held by UQ from the selected country.
Measurement High engagement is capped at $3,000,000

13 - Research Project Collaborations
Composition Number of research project collaborations with institutions/organisations in the selected country.
Measurement High engagement is capped at 40 projects.

Engagement Indicators

14 – Alumni
Composition  Number of international alumni for the selected country. Includes individuals who completed an entire UQ degree or commenced an exchange program at UQ prior to the reported year or within the reported year. Country is based on alumni's residential address and numbers will change depending on the relocation of Alumni.
Measurement High engagement is capped at 3,000 alumni.

15 – Philanthropy
Composition  International donations received, including UQ Alumni and non alumni individuals and organisations. Country is based on donor's main address at time funds were received.
Measurement High engagement is capped at $100,000.

16 – Academic Staff
Composition Number of academic staff that were born in the selected country, the report excludes casuals.
Measurement High engagement is capped at 200.

Composition Number of partners UQ has agreements with in the selected country, only includes partners listed on the Global Engagement database.
